WhatsApp Business API pricing in Pakistan works per message: Meta charges for each message your business delivers, and the price depends on the type of message and the customer's country code. As of October 2026, a marketing message to a Pakistani number costs $0.0473 and a utility, authentication or service message costs $0.015, with the first 1,000 service replies on each number free every month. Chats that start from a click-to-WhatsApp ad open a free window in which Meta charges nothing for most messages.
How Meta charges for WhatsApp messages
Since 1 July 2025, Meta has charged per message instead of per conversation. Four rules decide your bill:
- You pay only for messages your business sends. Messages customers send you are never charged.
- You pay only when a message is delivered, not when it is sent.
- The price depends on the message category: marketing, utility, authentication, service or Meta Business Agent.
- The price depends on the customer's country calling code, not on where your business is. A message to a +92 number is charged Pakistan's rate; a message to a +971 number is charged the UAE rate.
There are two kinds of message. Templates are pre-approved messages you can send at any time, such as an order update or an offer. Non-template messages are normal replies (text, photos, voice notes), and you can only send them inside the 24-hour customer service window. That window opens when a customer messages or calls you, and resets each time they message again.
What WhatsApp Business API pricing in Pakistan looks like by message type
These are Meta's list rates for messages delivered to Pakistani numbers, from the USD rate card effective 1 October 2026.
| Message type | What it is used for | Meta's rate per delivered message (USD) |
|---|---|---|
| Marketing template | Offers, new stock alerts, sale announcements, "come back" messages | $0.0473 |
| Utility template | Order, booking, delivery and payment updates the customer expects | $0.015 |
| Authentication template | One-time login or verification codes | $0.015 |
| Authentication-international | Codes from large senders based outside Pakistan | $0.075 |
| Service | Any normal reply inside the 24-hour window, typed by staff or sent by a third-party chatbot | $0.015 after the first 1,000 each month |
| Meta Business Agent | Replies written by Meta's own AI agent | $2.00 per 1 million tokens |
A few notes on the table:
- Authentication-international applies only when a business based in another country sends codes to Pakistani numbers and meets Meta's eligibility rule (more than 750,000 qualifying messages in a moving 30-day period). A Pakistani business sending codes to Pakistani customers pays the normal authentication rate.
- Meta Business Agent is a category Meta added on 1 July 2026. Meta estimates roughly 4 to 5 US cents per message, and it is charged even inside the free windows described below.
- Volume discounts for Pakistani numbers start only after 150,000 utility or 100,000 authentication messages in a month, so a business sending a few thousand pays the list rate.
What changed in 2026
Three updates matter for Pakistani businesses this year:
- 1 April 2026: Meta raised Pakistan's utility and authentication rates.
- 1 July 2026: Meta added Meta Business Agent as a fifth message category.
- 1 October 2026: Meta raised Pakistan's utility and authentication rates again, and started charging for two kinds of message that had been free: service replies (free since November 2024) and utility templates sent inside an open customer service window (free since July 2025). Each business phone number now gets 1,000 free service messages a month, and from the 1,001st, service replies are charged.
Meta's page gives the direction of each change but not the old rates, so we only show the current ones.
Which messages are still free
Meta lists two cases where it does not charge for a message your business delivers:
- The free entry point window. A customer taps a click-to-WhatsApp ad and messages you from the WhatsApp app on Android or iOS (desktop and web don't count). If you reply within the 24-hour customer service window, that reply is free and opens a free entry point window, which Meta says "may remain open for up to 7 days". While it is open, marketing, utility, authentication and service messages to that customer are not charged. Meta Business Agent messages still are.
- The first 1,000 service messages each month, per business phone number. Unused messages don't roll over to the next month.
A worked example for two small businesses
These are made-up examples to show the maths, not real clients or typical volumes. They use Meta's Pakistan list rates as of October 2026, and every customer has a Pakistani number.
A clinic that sends reminders
Say a clinic in Lahore sends appointment reminders and answers questions about timings and bookings.
| Messages in one month | Count | Meta's charge (USD) |
|---|---|---|
| Appointment reminders (utility) | 600 | 600 × $0.015 = $9.00 |
| Replies to patients who messaged first (service) | 1,600 | First 1,000 free, then 600 × $0.015 = $9.00 |
| Total | $18.00 |
A car showroom running click-to-WhatsApp ads
Say a showroom in Multan gets most chats from ads, and messages past enquirers who agreed to hear about new stock.
| Messages in one month | Count | Meta's charge (USD) |
|---|---|---|
| Replies to 400 chats that started from ads, sent inside the free window | All of them | $0 |
| Replies to chats from other places (Instagram, website, walk-ins) | 700 | Inside the free 1,000, so $0 |
| "New arrivals" offers (marketing) | 200 | 200 × $0.0473 = $9.46 |
| Test-drive confirmations sent when no window was open (utility) | 50 | 50 × $0.015 = $0.75 |
| Total | $10.21 |
Meta's page doesn't say whether replies inside a free entry point window also use up part of the free 1,000. If they do, some of those 700 replies would cost $0.015 each, so check your first month's charges in Meta's Billing Hub. There is more on how this fits a dealer's sales process on our car showroom page, and on how we work with clinics.
What it costs to message customers abroad
Many Pakistani businesses also sell to overseas Pakistanis. The rate follows the customer's number, not yours:
| Customer's country code | Marketing (USD) | Utility, authentication and service (USD) |
|---|---|---|
| Pakistan (+92) | $0.0473 | $0.015 |
| UAE (+971) | $0.0576 | $0.0157 |
| Saudi Arabia (+966) | $0.0576 | $0.0107 |
| United Kingdom (+44) | $0.0635 | $0.022 |
| US and Canada (+1) | $0.025 | $0.0034 |
| India (+91), for comparison | $0.0118 | $0.0014 |
On the same rate card, Pakistan's utility and service rate is more than ten times India's, and its marketing rate is about four times India's. Meta's page does not explain why rates differ between markets.
Meta's charges vs a provider's fee
Most businesses use the API through a provider, a Meta partner that supplies the inbox, chatbot or integrations. That means two separate costs:
- Meta's message charges. Set by Meta and published in the rate card above. Ask any provider whether they pass these on at cost or add a markup.
- The provider's fee. For software, setup, a chatbot, support or ongoing work. Each provider sets its own.
A chatbot built by a provider sends service messages, because Meta counts replies from third-party AI as service. Meta Business Agent is different: it is Meta's own AI, with its own per-token rate.
Also ask who pays Meta. In some setups the provider is billed and passes the charges on; in others you add your own payment method in Meta's Billing Hub and see every charge directly.
Five ways to keep the bill down
- Reply inside 24 hours. Inside the window a reply is a service message, and the first 1,000 a month are free. Once the window closes you can only send a template, and every template outside a free window is charged.
- Start chats from click-to-WhatsApp ads. Reply within 24 hours and the free entry point window covers your follow-ups too, templates included.
- Message only people who agreed. Meta only lets you message users who opted in to hear from you. Ask in plain words, for example: "Kya hum aap ko naye stock ki khabar WhatsApp par bhej sakte hain?" An offer sent to a cold list still costs $0.0473 per delivered message.
- Keep templates in the right category. Meta treats a template that mixes an update with a promotion, such as an order confirmation with a discount code, as marketing. A clean utility message costs $0.015; the same message with a promo costs $0.0473.
- Add a payment method before you pass 1,000 replies. Without one, Meta stops delivering service messages once the free 1,000 are used, and customers stop hearing back from you.
How Amanat can help
We set up and run WhatsApp for businesses in Pakistan and abroad, on Meta's official platform and your own verified number. Before you start, we show you Meta's current rates for your customers' countries and estimate the monthly charge from your real message volume. Meta's charges go on your own payment method, and our plans note that Meta's message charges apply on top.
- A WhatsApp AI chatbot that answers common customer questions day and night.
- Reminders and follow-ups sent only to people who agreed.
- Ads that open a WhatsApp chat, so more conversations start inside the free window.
- If one phone is enough for now, a tidy WhatsApp Business app setup with a catalogue and quick replies.
FAQ
Is the WhatsApp Business API free in Pakistan?
Partly. Messages customers send you, the first 1,000 service replies per number each month and most messages in a free entry point window are free. Templates outside that window are always charged, and a provider may add its own fee.
Do I pay in rupees or dollars?
Meta lists 16 billing currencies, and the Pakistani rupee is not one of them. Pakistan's rates are published in US dollars and the other listed currencies. Meta says the currency is chosen when the WhatsApp account is created and can't be changed on that account afterwards.
Can I keep my number and the WhatsApp Business app?
Meta supports this through a setup it calls onboarding WhatsApp Business app users, often called coexistence, and your provider has to offer it. Meta says messages you send from the app stay free, while messages sent through the API are charged at API rates.
Will these rates change again?
Meta updates pricing only on 1 January, 1 April, 1 July or 1 October, with at least one month's notice for rate card changes. Pakistan's utility and authentication rates went up twice in 2026, so check the rate card each quarter.
